New entrant: Email configuration

The mail configuration is done in the "HR" referential:

The emails to configure are:

• New Incomer End : email sent to the circuit initiator to announce that all documents to read have been read by the collaborator.
• New Incomer Read : email sent to the collaborator to ask them to read the selected documents
• New Incomer Reminder : reminder email to the collaborator to inform them that there are still one or more documents to read.
